Skyrizi treatment query in U.K.

Dear all: I am sending this message to make a query for my friend who has heavy psoriasis issue for the skin. And I checked in U.K. the hospital and NHS will provide the Skyrizi treatment to the have psoriasis issue patient from August 2019. But my friend is in China and can he visit U.K. as international patient and get Skyrizi treatment in U.K. hospital? He is self-funded. is there any private hospital can help him and take him for Skyrizi treatment in U.K. I checked with few private hospital they do not provide this Skyrizi treatment yet.
